TERMS OF REFERENCE

Background

The mission of the YoungProfessionals Platform on Agricultural Research for Development (YPARD)is to serve as a global platform through which young professionals canexpress their ideas and realizes their full potential towards a dynamicagricultural research for development. It aims to facilitate exchangeof information and knowledge among young professionals acrossdisciplines, professions, age and regions; to broaden opportunities foryoung professionals (YPs) to contribute to strategic ARD policydebates; to promote agriculture among young people and to facilitateaccess to resources and capacity building opportunities for YPs in ARD.

YPARDhas three major organs, the Steering Committee (SC), the CoordinationUnit (CU) and the Local and Regional Representatives, which all servethe members of the movement and its cause. YPARD is hosted by aninstitution (the host). The CU is the main implementer of YPARD’sactivities at the global level, based at the host, and is managed bythe YPARD Coordinator. The CU responds directly and is accountable tothe SC. The CU also has the important functions of managing therelation with the host and communication with the YPARD members throughYPARD’s website, www.ypard.org and other means.

Roles and responsibilities

The YPARD Coordinator has the following roles and responsibilities:

1.       Overall responsibility for the implementation of the businessplan and the yearly plans of operations as approved by the YPARDSteering Committee;

2.       Coordinate and supervise the CU in the implementation of the YPARD’s activities at the global level;

3.      Work closely with Global Forum on Agricultural Research (GFAR) onactivities related to agricultural education and building capacity ofyouth in ARD;

4.       Organize strategic YPARD events;

5.      Support all activities pertaining to fund-raising and strategicnetworking in coordination with the officer recruited to that effectand harmonize the communication;

6.       Ensure that the YPARD website www.ypard.org and the member database are functional, further developed and up-dated;

7.       Prepare the YPARD annual action plan, budget and financialreport based on the YPARD business plan 2010 – 2014 for submission toand approval by the YPARD Steering Committee;

8.       Assistin the selection of suitable persons as YPARD Regional Representatives(RRs) and coordinate their activities in close coordination with theappropriate Regional for a;

9.       In consultation with the YPARD Steering Committee, prepare and submit financial reports as required by YPARD donors;

10.  Provide monthly consolidated updates and semi-annual progress reports(financial and activities) to the YPARD Steering Committee.

Asan ex-officio member of the YPARD Steering Committee, the Coordinatorserves as its Secretary and organizes regular YPARD Steering Committeemeetings and other relevant YPARD events. He/she will provideassistance and support to ensure that the committee functionsefficiently.

The coordinator will split his/her working time of35% (CU activities) and 35% (Agriculture Education and Youth CapacityBuilding)

Professional Requirements / Qualifications:

   * University Degree in Agriculture, Rural Development, AgriculturalEconomics, Environmental Management, Biology or related field;
   * At least 3-5 years working experience in Agricultural Research for Development or related field;
   * The candidate should be not be older than 39 at the time of application (*);
   * Excellent communication skills;
   * Excellent written and spoken English, knowledge of another UN-Language is an advantage;
   * Capability to work in a complex environment with multiple actors with varying interests;
   * Strong knowledge of basic computer programs and experience in website management is an advantage.

Employment conditions

The post is proposed for a period of one year renewable providedfulfilling performance appraisal and the required criteria with a3-month evaluation period. (*) According to YPARD membershipconditions, the coordinator cannot be older than 40.
